Fix forwarded root path to avoid misleading 308 webhook statuses

Motivation

• Dashboard could show 308 when the relay forwarded a root request (/) to configuredPath + '/', which can trigger local framework canonical redirects and produce a misleading delivery status.
• The goal is to forward root relay requests to the configured local webhook path exactly as intended so the dashboard reflects the handler's actual response.

Description

• Add resolveTargetPath(configPath, requestPath) in src/forwarder.ts to normalize and compute the forwarded path.
• Change sendLocalRequest to use resolveTargetPath instead of always appending a /, and keep duplicate-slash cleanup for non-root paths.
• When the relay request path is /, the helper now returns the configured base path unchanged, avoiding forced trailing slashes that cause 308 redirects.

Testing

• Ran TypeScript type checking with npm run typecheck, which completed successfully.
