Closes #26 #23 .

In this PR, I have made changes on:

  1. use correct chainID coding for solidity contract to decode and use it to identify source chain to call via Axelar
  2. adding a MinDealSize config
  3. adding lightHouse as the buffer to store aggregated CAR
