chore: corrige config do CodeRabbit (tools dentro de reviews)

Substitui o .coderabbit.yaml atual pelo template limpo e validado (template-ts).

O que mudou

• Removido bloco verboso de path_instructions genericas (universais) que nao se aplicam ao stack Shell/Claude plugin deste repo
• Adicionado bloco tools dentro de reviews (gitleaks, semgrep, presidio) - propriedades reconhecidas pelo schema v2
• Configuracao mais enxuta, sem propriedades nao reconhecidas que geravam avisos
• base_branches mantido como main

Validacao

• YAML validado via ruby -e "require 'yaml'; YAML.load_file..."
• Estrutura segue o schema v2 do CodeRabbit
