A lot of the time I see that medcat-scripts and medcat-v2-tutorials lag behind the core library in terms of their dependency on it.

Yet because these projects can break across MedCAT releases, I think it's reasonable to have them tied to a specific medcat minor release.

So what this PR does is the following:
Upon every minor release of MedCAT, creates a new PR for each of medcat-scripts and medcat-v2-tutorials where it bumps their dependency version.

This should simplify the process. But this should also be relatively easy to adapt to other things since it is designed to support pyproject.toml as well (though the 2 projects in question just have their requirements.txt).

lgtm - nice so at least with PRs raised for medcat-scripts and tutorials we'll see if the CI breaks in the PRs and can address or not but doesn't necessarily hold up a release
