This PR fixes the issue where `setuptools>=82.0.0` have completely removed `pkg_resources`. So in order to avoid running into that issue, the PR limits `setuptools` to less than 82. This wouldn't normally be a good option (i.e this avoids getting future bug or security fixes), but v1 is legacy so I'd say it's fine.
