[FE-05] Build CreateShipmentWizard form

Closes #873

Adds CreateShipmentWizard with:

• 5-step multi-step form: Route, Cargo, Logistics, Pricing, Review
• Step 1: Origin/destination address autocomplete
• Step 2: Cargo description, weight, dimensions, type
• Step 3: Pickup/delivery date-time pickers, special instructions
• Step 4: Offer amount, fuel surcharge toggle
• Step 5: Summary review card with edit capability
• Progress indicator with step navigation
• Form validation per step
• React Query mutation (POST /api/shipments)
