Summary

add a locale placeholder validation script that parses translations and source usage for ICU/Chrome tokens
wire the validator into npm scripts so it runs during npm test
document the placeholder lint rule and translator guidance in CONTRIBUTING

Testing

npm test (fails: registry access blocked in execution environment)
