Add pool_name_windows_x64, pool_name_windows_arm64, and pool_name_linux as pipeline parameters with existing defaults. Pass them through to all template references (build_all_flavors, run_master_check, codeql3000, build_linux). ARM64 pool default: Azure-MessagingStore-WinBuildPool-ARM64-v24.
