fix: bump and address breaking change in DottedBorder

Bump packages since there was a version incompatibility before.
DottedBorder has breaking changes since 3.0.0 and this also addresses that

Version solving fails in pipeline, please address this:

Because no versions of envied_generator match >1.3.4 <2.0.0 and envied_generator 1.3.4 requires SDK version ^3.9.0, envied_generator ^1.3.4 is forbidden.
So, because coffeecard depends on envied_generator ^1.3.4, version solving failed.
Failed to update packages.
