Audit chat governance SDK docs

Summary

• Rewrite chat governance SDK docs for member management, role management, ban/unban, mute/unmute, and the governance overview
• Add governance pages to doc-as-test page selections for TypeScript, Android, Flutter, and iOS
• Fix iOS doc-as-test extraction to avoid same-basename collisions and expose userId in the generated snippet context
• Regenerate llms.txt and llms-full.txt plus audit tracker/results
