We talked about that briefly with @christianlerch and we're a bit afraid of just disabling that in such a general way. But it should be technically possible to ignore that by prefixing your command with COMPOSER_IGNORE_PLATFORM_REQS=1 composer install

The flag --ignore-platform-reqs will allow to run it without cli container that sometimes is more convenient
