Summary

Remove auto-runtime proposal/project docs that are outside bare-metal 1.0.
Delete k8s/docker environment detection and make daemon/demo record env_kind as bare.
Replace shared RuntimePlan with doctor-local DoctorPlan and simplify doctor JSON.
