🎨 Palette: Anchor Tags as Buttons Accessibility

💡 What: Added role="button" and aria-haspopup="dialog" to all #sitrep-btn anchor tags and implemented a keydown listener in modal.js to respond to the Spacebar key.
🎯 Why: Anchor tags functioning as buttons only respond to the Enter key by default. This makes the OSINT modal fully accessible via keyboard navigation, preventing unexpected scrolling and behaving as a standard button for screen readers.
📸 Before/After: The button now correctly captures the Space key and opens the Situation Report modal.
♿ Accessibility: Fixes semantic expectations for interactive button elements masquerading as anchor tags and adds missing keyboard event handling.
