Add a submission import admin function

Admin should be able to import submissions

• either from an archive with specific format (to allow building leaderboard)
• either from leaderboard without source

To resolve further issues with file storage, submissions should not store results locally but on archive.
This requires an import functionality for new scores & evaluations & access to archive
