Pipeline will not work for python >= 3.9

I set up dataman according to the readme but it was throwing errors when reading from the settings.xml file. Apparently in Python 3.9 there was a change in how xml files are handled. I set up dataman with python 3.8 and it works as expected now. It would be good to make note of this in the installation instructions.
