Execution update (2026-07-01): Wave 5 preparatory work included in PR #112 (workspace app transitional scripts, migration cutover docs, inventory + rollback mapping). Keeping this subtask In progress until full app re-homing cutover lands.

Wave E cutover delivered in commit b316121: moved Service Management runtime to apps/service-management, updated PM2 ecosystems/scripts/tests/docs, and pushed to dev. Ready for review against Wave 5 acceptance criteria.
