Use partitioned tables

Hello, I've seen in the last release that you added support for partitionning the t_validator_balances table and t_validator_epoch_summaries.

That's really nice to see. I've been trying to use it.
But it looks like there is currently no migration from non-partitioned to partitioned. Am I mistaken ? (I've tried to start a fresh instance with partitioned: true, but it crashed during startup, did not try further)

I could help adding that if necessary, so I can properly migrate my instances.

This work is still experimental, hence not included in the release notes. There will be a process to migrate however we're still examining if it is feasible to make this automatic.
