Collect changes compared to lastest publication

The Changes section lists all changes.

We need to update this section before publication.

Major changes that come to my mind are

• ActionInteractionOutput interface has been added with query() and cancel() methods
• handle interaction error response (coming)
• Cleaned up the specification prose

What am I missing?
