Inconsistent directory name inside source distribution

Describe the bug
The source distribution is named python_gnupg-0.5.6.tar.gz (which follows PEP 625) but the directory inside it is named python-gnugp-0.5.6 with a hyphen instead of underscore, which breaks tools assuming that the two will match (and goes against the common Unix assumption).

I think I built the archive with an outdated version of build. I have now updated to a more recent version and the top-level directory in the tarball now has an underscore. Do I need to upload a new archive just for this change? Did you actually hit a problem, or is it just a potential problem? The next release shouldn't have the issue.

It broke the defaults for Gentoo ebuilds, and I suppose other distros will be affected similarly. However, it's easy to workaround, so no need for an immediate release, at least for us.
