Change the DefaultConfiguration in cities-ui #2

Please change the url in the DefaultConfiguration in cities-ui project to not to have the resource name as part of the url.
Change it from http://localhost:8080/cities to http:/localhost:8080.
The same is being defined in the CityRepository in the cities-ui project.
