Describe the feature
If VPM module is using README from GitHub, GitHub version of it can be easily changed, and VPM module's README should automatically be updated as well.
Use Case
VPM module data is always up to date.
Proposed Solution
Ask user for GitHub webhook when creating a VPM module as Deno does.
