Get short repo description from GitHub

Describe the feature

Since GitHub repos have a short description

and VPM also requires a short description of a module, we should use short description of a GitHub repo as a short description of a VPM module.

If GitHub repo don't have a short description or it can't pass VPM requirements (for example too short/long) - we must provide and error message and force user to provide a module short description by hands. This will also cover a case when we allow more Git repo providers in future and any wouldn't support short description.

Use Case

1. Sync between repo of module and VPM page
2. Faster and easier submitting of a module
