Harmonise xAPI statements with Canvas data coming from LA-API

Kirsty and Zak need to chat about this. If we can get the CLA toolkit installed at UTS then we can send from both LRPs to the same LRS which should help, but otherwise it would be good to start sending statements from the CLA toolkit to the same LRS as CIC is testing on so that we can compare and contrast statements.
