Issues with electrical panel upgrade cost assignment

This part of the code is precluding the use of shares of homes requiring a panel upgrade, essentially ensuring that all homes get those costs unless the user set those costs to be ignored.

The intent is for that part of the code to screen out panel shares calculations for any measures that don't apply to the segments for which those shares apply (heating in existing single family homes) but to otherwise leave the calculations in tact.

Additionally, when shares are correctly calculated (requiring three copies of each heating segment, one that does require an upgrade, one that doesn't, and one that doesn't given panel management strategies), this part of the code allows input base segment costs pre-incentives to be tied to any incentive modifications. Those pre-incentive cost data should remain the same even after incentives are applied to the baseline tech.

And this line fails to handle the primary and secondary keys under fuel_type so that primary is being returned in some cases in lieu of the desired fuel type.
