Support some subset of AWS policies/roles for proxy usage

As we emulate more of the AWS APIs it would be nice to support roles/policies so that operations with the Trino Proxy can be limited/authorized. The AWS roles/policy mechanism is vast and complex. However, some small subset of it could be implemented for the purposes of the Trino Proxy.
