Unchecking "System Proxy" doesn't restart the core

Description

When a configuration is selected and running in System Proxy mode, disabling the option would not cause the core to be restarted, thus, leading the whole system to still use that system proxy.

Reproduction

1. Check a configuration
2. Use System Proxy
3. Disable System Proxy
4. Core is not restarted automatically, System Proxy is still in effect
