Integrate TensorFlow Lite or MediaPipe Tasks for on-device app categorization.

• Goal: Provide a zero-latency, offline-compatible fallback for the primary LLM categorization pipeline.
• Privacy: Process initial categorization locally before optionally refining with cloud APIs.
