They don't need to (and shouldn't) interface with any sort of action layer right now, but they should have the capability to do the proper control type (closed-loop for position/velocity systems or open loop for something like intake rollers if we decide that's the way to go). They should also have tuning modes to allow us to tune their PIDs. This is an important first milestone because, once we have individually working subsystems in sim, we can begin to coordinate them and test the results.
