[Scarthgap] do_package_qa: QA Issue for initramfs-img-gpu-firmware

Hi,
I tried to build meta-starfive and got a below error.

ERROR: initramfs-img-gpu-firmware-1.0-r0 do_package_qa: QA Issue: initramfs-img-gpu-firmware package is not obeying usrmerge distro feature. /lib should be relocated to /usr. [usrmerge]
ERROR: initramfs-img-gpu-firmware-1.0-r0 do_package_qa: Fatal QA errors were found, failing task.
ERROR: Logfile of failure stored in: /home/bchoi/work/kas4ros/build/tmp-glibc/work/riscv64-oe-linux/initramfs-img-gpu-firmware/1.0-r0/temp/log.do_package_qa.544677
ERROR: Task (/home/bchoi/work/kas4ros/build/../layers/meta-starfive/recipes-kernel/firmware/initramfs-img-gpu-firmware.bb:do_package_qa) failed with exit code '1'
NOTE: Tasks Summary: Attempted 1943 tasks of which 1940 didn't need to be rerun and 1 failed.

I can mitigate this error by adding :

INSANE_SKIP:${PN} += "usrmerge"
