switching to github actions

is there any reason to use appveyor?

github actions is a lot easier to use (and doesn't break every time you edit it) and the setup python action has 32 bit support

At the time of appVeyor, github actions wasn't an option.
As I do not want to drop automatic testing, I'm open to switching to github actions, it seems les fuzzy and more reliable.

Only issue i see, is taking the time to implement it (as long as it is free of any charges).

for publishing I think using https://github.com/marketplace/actions/pypi-publish with trusted publishing https://docs.pypi.org/trusted-publishers/ would be pretty good
