Sparrow Mahjong Baseline

Hi everyone,

I am currently working on a project where I train an agent for Sparrow Mahjong. I saw that Pgx has baseline agents for several games but no baseline agent for Sparrow Mahjong. I see that there is a pull request about it, but I was not able to find anything else.

I would appreciate it if anyone could point me in the right direction.
