Ability to mark packages as "archived" or "use with caution"

We should be able to scrape archived projects from the GitHub API and mark them accordingly on the website. On the other hand, we should mark projects that haven't been updated in the last 2-3 years as "use with caution"

So, if I mark in Github that https://github.com/o19s/offset-hl-formatter is archived, then it'll show up? Cool. I agree with the value of "no update in X years" as very valuable filter!

@tboeghk so how often is the site updated? I expected Offset Highlighter to be marked archived as I've changed the status in Github.
