Bump to otp 27 and elixir 1.18 for phoenix compability

Hello Folks,

there is a way to build a local version with otp 27 and elixir 1.18 otp 27?
to maintain capability with phoenix 1.8

The problem is that we're patching Elixir & OTP functions - sometimes internal, private ones. These patches may not be applicable even after a minor Elixir/OTP release. That said, you can try lifting the version requirements in popcorn's mix.exs and see what happens on a newer Elixir/OTP.
