Missing localization compilation tool. #138
Description
The build process requires a tool to compile all localized strings into a single languages.loc file.
Possible solutions:
Export stringsGeneric.xml in its original format and parse it using the repository's existing XML library.
Recreate the original compilation tool to maintain the .loc format.
