Eliminate skywire-specific DNS queries between dmsg-server and dmsg-disc with dmsghttp-config

• dmsg-disc should be configured to connect to one or more dmsg servers with a dmsghttp-config which specified the server public key, as well as the ip address & port

• the dmsg server should wait for the dmsg-discovery to connect to it from a specified public key

• when the dmsg-disc has connected to the dmsg server, the dmsg server registers itself as a server in that dmsg-discovery

• other dmsg servers need to user a dmsghttp-config to connect to other dmsg servers

• other dmsg servers needs to connect to the dmsg disc via the server that dmsg-disc has already connected to

• the dmsg disc needs to connect as a dmsg client to any dmsg servers which register themselves in that dmsg-disc

• the http-over-dmsg implement of the dmsg-disc needs to be able to be queried over dmsg using dmsgcurl

Basically, every dmsg utility - be it client or server - needs to be able to work without relying on either DNS or queries over http / https. That should only happen as fallback. We have the dmsghttp-config embedded now.
