dmsg client fails to accept stream with error="dmsg error 401 - listener accept chan maxed" (skywire/issues/1803)

this issue is known to affect the visor accepting transports & is documented here: skycoin/skywire#1803

the issue needs to be fixed in this repo.

This is still an issue and needs to be rechecked.

it was fixed for the visor with the addition of a module that establishes a dmsg transport to itself. If the transport can't be established, then after three attempts the visor shuts down, and is expected to be restarted by some process control mechanism - i.e. systemd on linux

rechecking this would require that the transportability checker module be deactivated
