Various issues with the stale bot

Bug description

1. instead of adding the standard "stale" label the bot adds the "wont fix" label which is confusing, since most issues are just not fixed yet and should not be labeled as issues that won't be fixed at all. For example: #12542 and many more. Filtering for them many either deserve a fix or are even fixed like [version 7.52.2] Messages not shown as "Read" any more #14301 or Cant select folder for backup #14110, planned or accidentally, but still all of them are labeled "wont fix".
2. The stale bot does not reliably remove the "wont fix" label if a new comment is added. E.g. Notification sounds while recording voice messages in active chat #13966 (comment)
3. Issues closed by the stale bot should automatically reopen if someone comments on them again as seen in Ability to screenshot view-once media #14190 and many more. In many of the issues it's asked, if they could be reopened and often just a new issue is created making even more noise. E.g. for Ability to screenshot view-once media #14190 several duplicates (Can click screenshot of view once photos without notification #14346 one-time images are screenshotable #14232) have been opened until a response was hidden in Fix view-once messages allowing screenshots #14347
4. The stale bot is officially outdated since several years. If it is necessary to have some form of stale functionality th github stale action should be used instead.
