Option Long Forms

@paulbouwer feel that the option long forms should use the -- format.

For example svm install --list instead of svm install -list.

I agree that we need to have a consistent approach that is well understood across platforms.

The PowerShell scripts will require a small rework to move them away from the [switch] parameter mechanism but I've been wanting to align them more with how the bash versions have been written.
