Incompatible with titlesec

titlesec (at least with small,compact options) causes section numbers to not appear. I suspect because it doesn't use @startsection internally.

This is now only a problem if using the safemode option, since normally it uses everyhook. This is still a problem for safemode however, so I'm leaving it open...
