Flaky Hypothesis test on Windows CI due to deadline exceeded

Hypothesis tests fails intermittently on the Windows runners with hypothesis.errors.FlakyFailure caused by DeadlineExceeded. Sometimes depending on the runner load it can go over the default 200ms deadline. We can set a global profile to turn off this deadline.
