Upgrade eslint

eslint@8.57.0 is no longer supported and there was an advisory about eslint < 9.26.0

I might be mistaken, but it appears that we don't actually use the lint. From my read of the code:
a) ui-quality job only runs prettier, not lint
b) every react-scripts command has DISABLE_ESLINT_PLUGIN=true
c) lint and lint:fix scripts in package.json exist but are never invoked by any automated process

We could just remove it. But that would leave CI for the UI component without lint checks.
