[FEATURE] : Implement husky to enforce conventional commit linting

Problem Statement

Contributors can commit with messages which won't make any sense. There is no standardization for commit message structure.

Proposed Solution

Integrate husky and enforce conventional commit linting.

Alternative is people should be aware of conventional commits and they write commits with proper standardisation.
