[BUG] Any Brehon is able to render a judgment

This is a FATAL issue and needs to be fixed ASAP.

Remove the concept of appealLevel, instead create a new state.

It seems that the major issue is that somehow secondaryBrehon is the only one who can render the verdict, so the transfer of brehonship from secondaryBrehon to tertiaryBrehon isn't working.
