When a partial block occurs, it's desirable to have a button to push that would convert a partial flowspec based block to a full blackhole.
This can be implemented by simply pushing the IP onto the blackhole list within FNM. We should have a mechanism to optionally remove the blackhole at a future time; this might involve a slack Modal to allow you to specify the time interval.
