Remove any trace of FCE module #3412

Description
There are remnants of the removal of FCE (Fuel Chain Emissions) that became orphaned as they are no longer in use and can be removed as part of the clean up efforts.
Current Situation
A clear example of this data can be found by searching has_fce attribute across a all repositories:
Searching only with "fce" also show other related code that needs removal, but also a lot of noise (coincidental hits as fce is is really short search term). Therefore this needs to be evaluated carefully on case by case hit to make sure any remaining data that is relevant is removed.
Proposed Improvement
Clean up any trace pertinent to that old module
Success Criteria
- Remove any trace of fce across all of the ETM repositories
- Test that the removal does not affect the proper function of the App
