d/copyright file needs to be refined

The copyright entries in d/copyright are not exhaustive and are missing per-file refinement as well as copyright years. While this is deemed good enough for upload to our QLI overlay, we need to eventually refine this file properly if we want to consider the presence of this package into the Debian archive.

Note that lintian currently reports the following warning, which we are choosing to ignore for the QLI overlay upload:

Lack of copyright year is per Qualcomm policies; perhaps we should see if we can fix the lintian check to allow copyright statements without a year
