Add a setting for timeout after first EOSE

We probably have something similar but not exactly this, idea is to wait for first EOSE and then start running the timeout. Relays that make it in that window get in, otherwise out.

Implement in purplebase obviously

Need to be able to decide *where* to apply because App Catalogs need to wait for all.
