Error message when app can't load new events

Acceptance Criteria:

• When app is trying to load data for events it should try for X seconds with an animated loading icon before prompting using user that data could not be loaded.

• Buttons should be present in the prompt to "Retry "or "Ignore"

• Retry starts the attempt again and Ignore uses currently loaded local data.
