System announcements should be possible

At present, there is no easy way to create a system wide annoucement, even for instance on the home page. This would be helpful to warn users of upcoming downtime for instance.

If implemented, I think this should be done as some sort of messaging queue. Possibly only one-way. This would allow (perhaps) comments made, or actions taken in the system in general.

One should then be able to dismiss specific message or dismiss all messages. So the system needs to keep track of user<>message_id relations.

Example of messages:

User soandso added the module xyz on 20-Oct-2026, 10:00
The system will undergo maintenance on 14-Jun-2026. Access will be limited.

message_type == 'important' yields a different display style.

And maybe it should be possible to configure which messages are seen by which users, or user groups.

(Perhaps "Notification" is a better word)
