Classification is duplicated. Need to resolve:
Frontend classifies URGENT/MOOD/RESOURCE/GENERAL; backend classifies ESCALATE/HOUSING/YOUTH/CIVIC/MOOD/etc. They run independently. Backend's intent and liveAgentSuggested fields in ChatResponse are returned but never used by the frontend.
